In this clip, Gianni Russo spoke about the mob controlling hotels and casinos in Las Vegas, and he added that Tony Spilotro, who was portrayed in "Casino," ruined Vegas in his eyes. He went on to speak about Frank Cullotta, who recently did an interview with VladTV, and Spilotro not liking him. Gianni then stated that he's blown away that Cullotta didn't do serious time despite admitting to killing people, and he laughed at Cullotta doing "mob tours" now.

He passes right over Russo's comment that Spilotro destroyed Vegas. Say what you will about Russo's many fantastic stories- he ran a very successful restaurant in Las Vegas during that period and would have insight into what happened like few others.

Frank Culotta was a states witness by the time he Gianni had his club and he was in custody during this time
A witness that has given a statement , or really in this life anyone that has spoken with police without using their right to silence is considered a snitch no bending the rules
This is an argument over semantics really. Cullotta testified, he cooperated, he just doesn't apply the term 'rat' to himself. He's saying a rat goes undercover to try and gain evidence and incriminate people, whereas he testified on events that had already taken place. The other side of the argument is that guys in the mob consider any kind of cooperation 'ratting'. It's literally just an argument over the definition of the word 'rat' lmao.
Cullotta's reasons for doing what he did are pretty solid too, if he's to be believed. Spilotro betrayed him by blaming all of the problems in Vegas on Cullotta to his superiors and asking for permission to kill him. That's being disloyal as well, just in another form. Given that Cullotta didn't actually take an oath there's a reasonable argument he was justified. The only reason he would've had to not cooperate would have been his own personal convictions about not testifying against people regardless of what they do to you first, and I don't know that many people can claim they'd be able to stand up like that on the sole basis of personal principles.
Cullotta was a dead man walking Spilotro was making plans to take him out so nothing can come back to him. He was justified in my opinion to turn on his former friend and future killer! It's a dog eat dog world!

It's pretty clear through court documents that Frank Cullotta became a federal witness only after he heard a recording of Tony Spilotro talking to Joe Lombardo. Spilotro blamed Frank for all the chaos in Vegas when he was the one who created it all... Lombardo said "get rid of your dirty laundry" which meant kill Frank so he rolled. Mind you, Spilotro and Cullotta were friends since the age of 12 and it crushed Frank so he said fuck Tony. My long-winded explanation is to say, yeah Frank rolled, but if this Russo guy was really the bad ass he claims to be, why isn't he in jail? You just don't collect skim from a casino for a mob boss and then suddenly just get out, that's a bunch of bullshit.
