I think there's no 'best build'. Every skills combination can be performed depending on your own tactics which may be more efficient than mine. From what you mean 'for legendary or mythic', please explain more details what're they about? (mythic skill?/mythic spirit?/etc?)

For me, i think it's to use Glow Feather (white one) only on hot time in event. other than event time, don't use it.
