On a Steam thread talking about G-Man's voice actor, the devs pointed it out. Apparently this legend went into the closet, muffled the microphone and literally went "THUNK" with his mouth.

I think it's mainly the quality. The voice lines for the official games were recorded in 1997, and as such are very low quality. These same audio files were re-used for HL2 and Episodes, as well as in HL:A. But these lines were recorded in the previous decade, and as such, were much higher quality than the ones used in the actual games.
Employment would be much more bearable if your clothes sometimes talked to you, took care of you and administered a caffeine dose at the time of need. HEV Suits shoupd become a standard.
