Most people think that when Goebbels said "the bigger the lie, the more people believe it" he was referring to himself and his own program. That wasn't who or what he was referring to.
Even when he thought he was right in doing so, Goebbels (and much of the upper Nazi leadership) still said blatant lies to the people (such as the state and reasons for the war). I'm sure he also had himself in mind at least subconsciously.
