poor job, only scuffed half the wheel, didn`t take valves out, no proper degreasing/ silicone removal, not enough drying between layers of paint

What paper do you start on and end on how much before the afternoon

No need to sand primer?

Primer is only sanded if there is a defect. Assuming the surface was perfect and primer was laid evenly, no sanding is required.
