How should i assign multiple country access to single manager, example- Manager 1 can see data of canada & germany both
In RLS use AND condition for comdition

Check both roles filter the data currently in power BI desktop or not

You can enable that feature from preview option. It is just change in User interface. core concept is the same. see this just a filter based on users.

That's why row label security not raw label security.
