Frank, As one of the comments stated, "They missed the Class on Newton's Laws of Motion", Then because of the young mother's ignorance she was making herself and her child as participating DARWIN PRIZE CONTESTANTS. Frank, you were great with the child, but too lenient with the exceedingly, ignorant, irresponsible mother. In the course of my 40 year career, I saw too many children pay the price for their parent's irresponsible neglect. In cases like this, for these irresponsible parents, Pinal County needs to have mandated, on site, required classes for them to prove that they can adequately mount the child seats into their vehicles and to then prove that they can properly and adequately restrain their children. The inconvenience of going to an on-site facility would be a sufficient punishment and a likely deterrence minimizing future irresponsibility....anything is worth it to prevent harm to their innocent children.
Not only did she not secure her baby. She then sped 20 mph over the speed limit with her unsecured baby in the car... Absolutely ridiculous. I think a visit from CPS is in order... She obviously has no concern for the well-being of her child.
What makes this more frustrating is any maternity ward or fire station will gladly help you make sure that your car seat is secure. Not securing your child’s seat is just pure laziness and neglect.
Unfortunately that is not true for the fire department near me anymore. I thought the same until my son was born this past February and I called the fire department to ask when I could come do that. (First time mom and wanted to be certain it was done properly).
Thanks for doing this video. I'm a teacher and I cannot tell you the number of times I see parents driving through the pickup line with a baby in their lap or toddlers standing in the seats. A child needs to be properly secured anytime they are in a car. My fire chief father can never unsee images of car accidents where children were thrown from the car. There are so many agencies who will provide car seats if parents can't afford them and fire stations can help install them, if parents aren't sure what to do. NO EXCUSE!
I have to admit... Ive never seen a parent with a baby in their lap or kids in their seats standing.... Ive seen kids on their own devices... Ive seen parents put kids into the car on the wrong direction... Ive seen parents get into the car... with the Device in hand.. as the kid trails behind them... to eventually get in their car... Ive seen parents on their devices as they drive... Ive seen kids not strapped in.. with parents on devices... Ive seen parents eating soup... with both hands.. "as they drive". I dont even wanna know.. wtf the kids were doin. I... dont think its a manner of where to go to get the car seat done properly... I think its a matter of Dont Give A Fuck. I dont have my device on or operating while driving. I dont have my device on or operating in stores. 99% of the time.. I purposely leave my device not on or operating in my car. I dont have my device on or operating while walking. I dont use earbuds. I dont have my device on or operating while driving. in 10yrs my boy has been alive.. hes never seen me in my car with my device working (child is attached to my thigh. Hes like the trailer.. and Im the semi). I crank the music... windows down and he honks Semis.

I'm really glad that Frank stayed there until that baby was secured properly in the car seat. I could tell that the mom didn't really care about the child's safety, though, because the "mmhmm" she said to Frank at the end just reeked with sarcasm and a "stop bothering me" attitude. It baffles me that someone could go through the 9 month process of carrying a child to term, taking care of it 24/7, and then not spend 5 minutes to ensure that the child is safe while riding in a metal box that can easily go 70 mph. Frank said it best that some "people....should not have kids".
It can actually go 75mph, that was the speed he booked her for. Stupid doesn't begin to describe her, unsecured child in unsecured seat at 20 over the limit.
He shouldn't have allowed her to drive off period. Was the vehicle registered to her? Why didn't she have q DL? Why wait to act swiftly on child endangering? Then she had a attitude? Smh
Just recently stumbled on these Videos. Deputy Frank Sloup I must say is a total professional and has class. That's coming from a Canadian. 🇨🇦 All the Best to Deputy Sloup & the service he provides to his community.
You are freaking AWESOME Frank!!! The fact that you wouldn't let that woman go until she properly installed the car seat speaks volumes of your commitment for public safety!!! Then to top that off you assisted her in making sure it was secure and then you occupied that little girl even crouching down to her level to keep her safe and calm!!! For a person that doesn't have children you did a pretty damn good job with that little girl!!! Keep up the good work and STAY SAFE OUT THERE!!!!!
In Texas, the hospital staff won't let you leave the hospital after you've had a baby unless the car seat is installed correctly. And if you do not know how... they will teach you on the spot!!
Texans doing something right is refreshing. Then there is the whole Ted Cruz thing, the border nonsense, and a ridiculous number of guns. So, I'm glad they force people to strap in their child, you may want to hold back on the self praise till you and your fellow voters work out the several hundred other issues going on in Texas.
I’m very appreciative of you Frank for making the child’s safety your biggest concern and not distracted by the idiocy of the driver. Excellent example of community policing!!
Shit, we got to ride on the back deck of the Chevy impala in the back of a pickup. Rode bikes without helmets . Dirt bikes and motorcycles to and somehow we live through it while some smoked and got drunk it was wonderful to live in free America.
Back in '85 I used to think that just the front seat people needed to buckle up.... until a mom came in to the dealership to pick up her car from the bodyshop, and brought along her 2 year old son, who was in a full upper body cast, since he went through the windshield... ever since that day, my car did not move until everyone was buckled up... Thank you Frank for looking out for keeping everyone safe!

I saw the one swerve to the far right.. and the one behind it.. also duck to the far right. Had me raging for an hr....
Where is the damn LOVE button to click! Oh Em Gee, another CPST! Thank you for that Frank. Seriously. As you are well aware, so many car seats are not properly installed. I've educated so many parents, grandparents and caregivers on this exact subject as a Paramedic in NY. For the viewers, please, PLEASE reach out to your local law enforcement agency and ask about a car seat check. We don't judge. We are not going to install the seat for you, but educate you on how to install the seat yourself, and offer assistance as needed to ensure that your precious cargo stays safe and secure while you travel! Most agencies have a budget for FREE carseats as well.
I can't tell you how many times I've seen little ones running back and forth across the back seat. It makes me furious! Some people should not have children.
Wow. Your heart’s in the right place. Showing mother how to properly secure the baby car seat. That child gave you a thank you blessing when you asked her “Is that for me?”
If I was a police officer, she would be going to jail. Then maybe she would understand the consequences of not having her baby safely secured in the seat. But I guess that’s not a serious crime. Until the child is seriously injured.
I've had people try and get in my cab with 3 months olds and no car seat. I always deny them if they don't have a car seat to put the baby in due to safety reasons for the child. I'm not risking a baby's life for anyone's convenience. I don't care how much trouble it gets me in at work. You know a child is supposed to have a car seat for any length of time inside a vehicle.
Thank you. Last October, I ran Lyft for a while. And I had the exact same thing happen twice in one month of October. 1st there were 4 people, and a baby. Baby was maybe 6m or so. No car seat, nothing. These people thought they would all fit in my car with a baby. 21 Rav4. I asked, "Do you have a car seat? The dad looked at me like I was crazy, and said honey, the driver said we needed a car seat. I said yes, and how are all gonna fit, you won't, I said regardless you if was only 2 people you still need a car seat for that child, your not getting in without one, period! I said, "Car seat and get an SUV for your Lyft OK.
In AZ we have many events year round to drive through and get your car seat installation inspected. There are also places to call and make an appointment to get it looked at. No excuse for not knowing how to put your car seat in. That baby's going to grow up with a crush on cops and not know why! 😂
Well done Frank, helping the young Mom with the seatbelt for the Kiddie. They just don't anticipate anything going wrong whilst they are out on the roads, who does? Collisions are not 'accidents", they don't happen accidentally, they are all caused by careless or plain and simple, 'bad driving". Bob. (Old Cop) NZ.
If someone chooses to be distracted, tailgate, ignore signs, speed, roadrage, cut off, drive under the influence... and caused a collision, then it's not an accident. There are accidents and mistakes, but they are rare.
I agree usually crashes are caused by carelessness but sometimes it is just unavoidable. For example I've heard of the brakes failing on cars that were less than a year old and in good shape, hard to put that on the driver. And then you have animals sometimes darting into the road and causing accidents.
As a retired 911 Sgt/Supervisor i can remember horrific outcomes of children not properly buckled in..adults as well. Frank, youre awesome! You give the profession a reason to be proud of what we do, or did!❤
You just reminded me of my 18 year old daughter when she was a toddler. I have always been an over protective dad. Sad how time flies, I just wonder how my parents think of how faster time flew for them. Life ends too soon, I wish you (Frank) all the best!!
I have a lot of respect for you for getting properly trained in car seat safety. It is such a vital part of parenthood and so many parents don’t care enough to get educated.
Real men are kind to animals and children. Love this traffic stop. Great job. Mama may know how to hook everything up but she clearly needs a tough lesson on child safety.
Unfortunately she learned nothing and judging by her dismissive attitude at the end of the stop Im pretty sure she'll have another RUclips cameo in the future. But I hope I'm wrong for the little ones sake.
Normal adult communication: "I didn't realize the baby seat wasn't incorrectly installed. Thanks so much for taking the time to show me how to correctly secure it so that my baby is safe. We really appreciate it! I'll get these issues resolved as soon as I can." And maybe, "Aren't you Deputy Frank?" 😄
That’s putting it nicely. Truth is her baby is dead as dead if she were to get into an accident fast enough. Heck, even seriously life altering injuries at slow speeds
Anything not secured can become a missile in a wreck. That is a dog, groceries, other purchases. They all become missiles. The ones that are living can hurt and be hurt. For years I went to dog shows and every one of my dogs was secure in a kennel, the kind approved by airlines, and the kennel was secured. On one trip, participants in one show were all headed to the next show in a town a few hundred miles away. A couple professional dog handlers had several dogs in their big van. They hit some ice and flipped over. None of the dogs were harmed because they were all secure. Unfortunately, the same couldn’t be said for the handlers. Even though they were buckled in. My daughter has twins and it has been very expensive getting the right kind of car seats as they grew older. They were premature, so they were very tiny when they first got out of the NICU. They are now 7 and old enough for booster seats but are also big enough to just need ordinary seatbelts. I just got to spend three days with them while Mom was on a business trip. I sure hope this mother appreciates how LUCKY she was to be stopped before anything terrible happened. Another thing about not having any ID with her. If she was in a wreck and could not provide information, how could authorities notify next of kin? Having an ID for the police is the least important reason for having ID with you as well as other information that can make it easier to take care of everything in case of a wreck. Even if you are not in a vehicle, an ID could be important.
As a parent I really appreciate seeing this interaction! This being out there for millions to see is truly going to bring a different light to how people see law enforcement. As a student in criminal justice and hopefully soon to be officer myself, I aspire to be like you in the line of duty. Keep being an inspiration to others and a wonderful officer!
That inter action with the kid got me watery eyed. Reminded me from when mine was young. I worked recovery trucks for some years and people in general have no idea of the carnage resulting from unrestrained humans, big or small. Buckle up, even loose pieces of cargo put on the seat. Frozen chicken and canned food in a bag does the same damage as a loose human child. I've seen that. Great job as always Frank. The funny bit was " you hands can reach that better cause I'm a full size human" LoL.
It amazes me the ignorance driving on the road. Unfortunately, she probably didn’t have parents or parents that were smart enough to teach her these valuable things. Most fire stations can help install those seats and I think most police stations will too. First thing they should be taught is how to read instructions. Thank you, Sheriff Frank! You are awesome!
Thank you so much for helping her get the car seat into the car properly to protect her little one. I can't quite fathom why a person would bother having a car seat in a car and not install it properly. I do know that I had one son who was an absolute Houdini at getting out of the car seat, no matter how well he was strapped in. Because we would stop immediately if we saw he had gotten out and put him right back in, he did finally realize it would be better to just say snapped in until we got him out.
Love this!!! Love how Frank helps this woman get the child car seat installed/hooked in properly and get her child buckled in, etc.!! And love how he’s talking to the mom and the little girl!! Very sweet and cute, and I think probably very necessary!! Bet she’s not the only one that didn’t have her child seat, hooked in/attached/etc.!! ❤
Great job Frank!!! I have five kids and also became known as the car seat expert amongst the neighbors....was always helping and checking to make sure they were secure.
I really hope that mum has learnt her lesson for the child's sake, even a relatively minor accident could severely injure or kill an unsecured infant. Imagine the last memory of your child before their death is them flying through your windscreen and landing on the road in front possibly even then only to be hit by a passing vehicle. Yes securely fixing baby seats can be a hassle, but try living with the alternative.
20 MPH over the limit with an unsecured baby in an unsecured car seat. Good thing she didn't crash into anything or she would quickly learn the meaning of "grief" after the baby was ejected or suffered fatal blunt force trauma from impacting the windshield.

Frank just literally saved a life. Thank you Frank. Thank you for everything you do.
@@crustinagohard9049true and the maternity ward wont help you either. Both said it was liability reasons

Yep. I bet if he were to pull her over tomorrow, the baby would not be buckled in.
I hear ya man. I'd like to sit this twit down in the bed of my pickup and give her a 50mph ride around the pasture.
Because people from Third World countries don’t care much not all but most and she’s just here to be on our welfare system.
He shouldn't have allowed her to drive off period. Was the vehicle registered to her? Why didn't she have q DL? Why wait to act swiftly on child endangering? Then she had a attitude? Smh

Same in Québec.
Same in BC must have car seat . It's inspected at hospital when you take child home
It's been over a decade since I took a baby home here in Arizona, but back then they did the same.
It's the same in AZ as well. You can also sign up for free events with local FD to ensure proper fit.

What the crap is wrong with these people. I could NEVER do your job!!!
If I was a police officer, she would be going to jail. Then maybe she would understand the consequences of not having her baby safely secured in the seat. But I guess that’s not a serious crime. Until the child is seriously injured.
@@Servant927 too bad she didn’t go to jail because then she probably would’ve been deported
@@MrMan-ol4ic Taxis are often times exempt from car seat laws, not sure about Lyft. Of course regardless of legality it can be your personal policy
I could be wrong but based on his description, the child seat was wearing the baby for protection.

Accidents is just a term to let bad driver off the hook.
Actually, accidents do happen because they're accidents.

We really appreciate it! I'll get these issues resolved as soon as I can." And maybe, "Aren't you Deputy Frank?" 😄

I was shocked at "like a missile", but he is absolutely correct 💯
Terrifying as would be the consequences.
Like mommy didn't know that.
Those misslies are hard for us to find after a crash. It sucks ass as a first responder
“She’s more important” I lost it 😅
As a parent I really appreciate seeing this interaction! This being out there for millions to see is truly going to bring a different light to how people see law enforcement. Frank is a lot like his mom. They just cut through all the BS and get to the heart of it. "She's more important."
Thank you for insisting to secure the baby correctly.
That stop just frustrated me more than any other interaction I’ve ever witnessed with Frank. Poor baby… ❤
Good man. Franks mom must be very proud of this episode.
Geez.. you were almost speechless then Frank..concerning the baby seat issue
Thank you, Frank, on behalf of that little person.
Thanks Frank for the love you show for our children. Keep teaching our parents. God bless you and your family.❤❤❤
