Where we live, the Police have zero discretion on Suspended Licence and No insurance. Zero. If they stop someone with either of those issues, the car is immediately impounded. This is for the safety of others.
In some jurisdictions the courts won’t allow impounds, stating violations of 4th amendment (seizure of property). When I was first working in law enforcement, impounds were automatic but we were eventually told to stop except in very narrow situations.
When the dude said "I just got this outta impound ...." I swear I snorted coffee outta my nose!!!! But why the heck is he allowed to drive away? Absolutely nothing about his status to be driving is legal. If he then runs over ANOTHER guy in a wheelchair, is Frank culpable? From what I’ve heard here on FWF, Arizona law doesn’t have it mandatory now to impound a vehicle in that situation. It’s now up to the officer’s discretion.

Frank has always made them leave car parked & someone else picks it up when no insurance & suspension of license. First time I was disappointed. So he drives off gets in accident or maybe hits another wheelchair which he thought was laughable well I guess us insured party pays & our insurance bill goes up. Why bother any more trying to live by the laws. I’m 72 & boy how sad is our country anymore.
It doesn't say that he necessarily ran him down. He may have been parking and didn't see him and just tapped him. All we know is he was in an accident, and the police were called and he stayed there until they arrived.

In reality, we all are student drivers, except my Tesla which drives better than any human.

I suggest that the message I hear is that, if one is respectful and striaght with law enforcement everything will go better. Not get away with stuff, but get back on track without escalating the problem.

That no insurance is not an impoundable offense and they can just drive right off is ridiculous. This is why premiums are so high in AZ.

In the UK, no licence or insurance automatically means arrest and your car is taken off the road and crushed end of!!!
