I have to disagree. It's hard to say what was going on in his head after just getting released. Driving a criminal amount of speed is just that - criminal - and depending on his state of mine, fresh out of prison, maybe he shouldn't have been driving to begin with. However, I think in his situation, it might be understandable given his readjustment to the real world. Intelligence no factor.

As a firefighter I did a bunch of ride alongs with police, sheriff and state police. It is shocking how many simple traffic infractions, lane changes, turn signal, speed result in felony arrest for warrants or drugs in plain sight. The "criminal" mind has NO regard for any of the rules.

This guy has a impulse control problems, but he's trying. There's no freedom in prison, so you make zero decisions for yourself. Everything from getting up to taking a dump is scheduled for you. Then all of a sudden you're back in the real world, with freedom and choices to make. It's tough.

Example: "I don't have a driver's license but I'm going to drive a vehicle anyway. Not only that, I will drive an unregistered vehicle 33 mph over the speed limit." This is one of the most heartwarming videos in this series I’ve seen. Props to the driver for admitting his mistakes and props to Frank for not “piling on” when he had every right to do so. I hope that guy gets his life in order and this stop was a boost to set him on his way.
He committed a crime, tells me he does not care about others or the law. Speeding at a high rate of speed, tells me he still does not care about others and laws mean nothing to him.
My dad was a cop. He said he gave warnings rather than tickets to folks who showed respect and contrition; those who mouthed off got ticketed for their primary AND secondary offenses.

Why in the H. E. double hockey sticks would anyone fresh out of prison, and without ID, attract attention to themselves by driving at a criminal amount of speed? Need to keep it under the radar (pun intended) on this one. Once, about half of the way driving to work, I realized I forgot my wallet at home. I was a model citizen that day. 😂
Criminal amount of speed is 33 mph. I'm willing to bet there were folks cruizing around 30 mph over and he was likely blending in for much of the time. but went 3 mph faster. Freeways in my city are 55 mph in urban areas. Quite a few people drive 75...very few drive 55. In an odd sort of way - when traffic is going 15 mph over, the person driving 55 is likely to look suspicious and be pulled over. Just can't win. I give kudos to Frank for giving the guy a chance.
I was at a lab getting blood drawn the Wednesday before Thanksgiving on the way to work. They didn't give me back my license and I didn't think about it until after they had closed early because of the holiday. Needless to say I was a model citizen for 4 days! 😂
@TheMowsefan I got a careless driving ticket when I was 17 years old. The increase to my insurance taught me a lesson. I've been a model citizen for the last 42 years. I don't speed and haven't been pulled over for 42 years. It can be done.
I wish more guys were like Frank. Not necessarily saying they should all run out and become police officers or anything, but you can tell Frank lives a good, honest life and does the right things in life. And treats others very kindly and reasonable and likes what he does for a living. He's a positive energy and I look even more forward to Fridays now since I started watching these episodes 😊👌💪
As someone who used to work with inmates in a federal prison as a substance abuse counselor, I can appreciate you not kicking this guy while he's trying to stand back up and still holding him accountable.

I would sue the F out of the police if they had pulled him over and not had done their jobs. We had to sue our OWN insurance company to give us a pittance of money for medical, time off work, ongoing treatment, etc. Nightmare. Rid society of those that can't follow the law while driving a deadly weapon.
I don't know how Arizona works, but here in Ohio you can sign a power of attorney form for someone to go to the BMV & take care of your registration. I had to do that when I was sick from Covid. It's also illegal, in Ohio, to have a parked car without the sticker.
This man spent has a LIFETIME of saying "yes sir" and turning right around doing whatever the heck he wants to do without regard to anyone else. 100% guaranteed. He'll be back in within 6 months. Another 100% guarantee.

Arizona State law says that if they've ever had a license issued to them (irregardless of current status) they can't tow the vehicle or arrest them. Frank has explained that in numerous videos. I don't know if it's because Arizona is so close to Mexico and the whole being sued by the Obama administration for arresting illegals or what. (United States vs Arizona)

Who would be responsible then? The victim would be at a loss, since the guy's insurance won't cover his unregistered car.
I suspect that more happened beyond this video. They took his license plate. He isn't going far until another officer pulls him over. The guy better show up in court otherwise a warrant will be issued and he will go back to jail. Everyone will know exactly where he is.

In the UK he would have no chance like this, the police would prosecute him for speeding, no license, no insurance, possibly no MOT and the vehicle would have been taken away from him then and there, he would be in court and possibly going to jail, they don't mess around here if you don't have the correct documentation to drive then your car is gone straight away.
Also, keep in mind that the carnival is running nights and weekends. Court is not. So theoretically he easily could have gone to the carnival as he said, and still have not interfered with available court time. In fact, he knew exactly when open court was held, was physically headed in that direction. Just saying.
I’ve had a License to drive since 1978. Had One speeding ticket in my life in 1999. I pulled over. Had my keys on the dash and paperwork ready. I was 10 over the speed limit. I was my usual courteous friendly self as he was. By the time its was over he gave me a ticket that carried no points as long I I paid the fine which I did.. It doesn’t pay to be an A hole…
If you knowingly allow someone to drive away with no license, insurance, or registration it seems you would be open to liability if they crashed and hurt someone.

Lemme tell yall a story... Ahem... I've been working in radio for over a decade. I've met many people. One of the most memorable guests we had was a judge. The topic of justice came up. What is "Justice"? We came to the conclusion that justice is a balance between enforcing the law and having mercy. That's why I enjoy watching Officer Frank. He has that justice philosophy and applies it excellently. He is an example worth showing when training new officers.
It has been said many times before: There is only so much video they can record. 99% of stops are boring and not worthy and entertaining enough for the channel. They only have so much to work with. If you like, you can go to Pinal County and raise hell for a longer video if you really want it

Why in the H. E. double hockey sticks would anyone fresh out of prison, and without ID, attract attention to themselves by driving at a criminal amount of speed? Need to keep it under the radar (pun intended) on this one. Once, about half of the way driving to work, I realized I forgot my wallet at home. I was a model citizen that day. 😂
Criminal amount of speed is 33 mph. I'm willing to bet there were folks cruizing around 30 mph over and he was likely blending in for much of the time. but went 3 mph faster. Freeways in my city are 55 mph in urban areas. Quite a few people drive 75...very few drive 55. In an odd sort of way - when traffic is going 15 mph over, the person driving 55 is likely to look suspicious and be pulled over. Just can't win. I give kudos to Frank for giving the guy a chance.

The same lack of discipline, poor impulse control and inability to plan for the future that landed him in federal prison = poor driving.
I was at a lab getting blood drawn the Wednesday before Thanksgiving on the way to work. They didn't give me back my license and I didn't think about it until after they had closed early because of the holiday. Needless to say I was a model citizen for 4 days! 😂

I got a careless driving ticket when I was 17 years old. The increase to my insurance taught me a lesson.
I've been a model citizen for the last 42 years.
I don't speed and haven't been pulled over for 42 years.

I wish more guys were like Frank. Not necessarily saying they should all run out and become police officers or anything, but you can tell Frank lives a good, honest life and does the right things in life. And treats others very kindly and reasonable and likes what he does for a living. He's a positive energy and I look even more forward to Fridays now since I started watching these episodes 😊👌💪
As someone who used to work with inmates in a federal prison as a substance abuse counselor, I can appreciate you not kicking this guy while he's trying to stand back up and still holding him accountable.

Up here in Canada we would not get to drive another foot in that truck without a driver's license and or current registration. And big time trouble for driving without a license. Slightly less trouble for driving without current registration.

I remember him mentioning that you can only tow in AZ if the person has never had a license. This guy did, then didn't.
@@BreezyVIL Actually he can tow the car. He has stated that this takes him off patrol too long. The no license ever is a mandatory tow if I have it correct.
Frank let him drive off knowing he's not legal to be driving. Lets hope this dude doesnt get in an accident and kill a family, Franks department could be held partially responsible
@@tommyebay My wife was hit by a guy from Mexico here on a work visa with no license, no insurance and dragged under his work van for over 100 feet. I would sue the F out of the police if they had pulled him over and not had done their jobs. We had to sue our OWN insurance company to give us a pittance of money for medical, time off work, ongoing treatment, etc. Nightmare. Rid society of those that can't follow the law while driving a deadly weapon.

I don't know how Arizona works, but here in Ohio you can sign a power of attorney form for someone to go to the BMV & take care of your registration. I had to do that when I was sick from Covid. It's also illegal, in Ohio, to have a parked car without the sticker.

That's what they do there. No insurance, no registration, no dl, driving 33mph over the speed limit< Criminal speed. Unsafe driving. But let's feel sorry for that driver and let him continue driving on down the road, endangering other drivers.
Arizona State law says that if they've ever had a license issued to them (irregardless of current status) they can't tow the vehicle or arrest them. Frank has explained that in numerous videos. I don't know if it's because Arizona is so close to Mexico and the whole being sued by the Obama administration for arresting illegals or what. (United States vs Arizona)
@@maccar2761 I understand Frank's empathy here, but it also frustrates me as a citizen -- what if he hits another car on his way to the court with no license, no plates, no registration? Who would be responsible then? The victim would be at a loss, since the guy's insurance won't cover his unregistered car.
I suspect that more happened beyond this video. They took his license plate. He isn't going far until another officer pulls him over. The guy better show up in court otherwise a warrant will be issued and he will go back to jail. Everyone will know exactly where he is.

One thing I DO NOT like is when he walks towards the car he stopped so close to the road. I’m always worried that he could be hit by a driver not paying attention. And he shouldn't even be behind the wheel of a vehicle. It's why law abiding citizens have to pay for under and uninsured drivers. Think about that when you ask to give this guy time to get his life together...I mean, he had time to go to the carnival....
In the UK he would have no chance like this, the police would prosecute him for speeding, no license, no insurance, possibly no MOT and the vehicle would have been taken away from him then and there, he would be in court and possibly going to jail, they don't mess around here if you don't have the correct documentation to drive then your car is gone straight away.

Also, keep in mind that the carnival is running nights and weekends. Court is not. So theoretically he easily could have gone to the carnival as he said, and still have not interfered with available court time. In fact, he knew exactly when open court was held, was physically headed in that direction. Just saying.

I’ve had a License to drive since 1978. Had One speeding ticket in my life in 1999. I pulled over. Had my keys on the dash and paperwork ready. I was 10 over the speed limit. I was my usual courteous friendly self as he was. By the time its was over he gave me a ticket that carried no points as long I I paid the fine which I did.. It doesn’t pay to be an A hole…

The topic of justice came up. What is "Justice"?
We came to the conclusion that justice is a balance between enforcing the law and having mercy.
That's why I enjoy watching Officer Frank. He has that justice philosophy and applies it excellently. He is an example worth showing when training new officers.
