Windows 7 vs Ubuntu 12.10 Boot Time

A comparison between the boot time of Windows 7 and Ubuntu 12.10 on the same laptop with a Core 2 Duo CPU, 2GB of RAM, and a 5400rpm hard drive. Both OS are running in 32-bit mode. The stopwatch was started after the bootloader screen to give a more accurate result.
Final time to boot into desktop:
Ubuntu 12.10: 38.5 seconds
Windows 7: 69 seconds

Just one question, was this test performed on a clean installation of Windows?

I'm guessing the fact he only had 2GB played into the start up time on windows. I'd also doubt a clean install very much. I still prefer ubuntu and believe it to be faster but this system was a little out of wack I'm guessing.
