That's my issue from time to time, idk if it's a bad ground connection in the relay socket itself? Put a new relay, done the same thing so I get out take out the relay and put it in and it usually starts and runs fine, I think it was restricting voltage to the fuel pump because my power picked up after cleaning the contacts real good? But I believe it is a faulty contact under that fuse box on the left wheel well.
Did you ever find the problem cause I have a 2000 Ford Ranger XLT V6 no start just cranks new starter new fuel pump new battery still no start just cranks but I'm wondering about the ground that goes to the starter bell house bolt on the starter but where does it lead too on top? ...battery - or ground it on top somewhere?

Would yours run then stop then run again? I cross jumped my relay and that got me 20 miles Or so when She broke down again. I have the 96 2.3.

It did work for me had ground issues the block ground burned up
