My dad had an old recording of this exact episode+ more. I was born in 2003 but my family grew up poor so me and my sister would watch this every night before bed. I love old cartoons because my dad introduced me to them. I’ve been looking for this for a long time on RUclips, I didn’t find it until today. Thank you for bringing back good memories.

My parents would always get me these DVDs with collections of old cartoons when they had enough money and I loved them so much that I would constantly watch them on repeat. All's Well is a classic for me as well as cartoons like Fly Hotel and The Fresh Vegetable Mystery
Gabby was so annoying and unfunny, but I like the character because he’s an accurate portrayal of a type you don’t see in cartoons much. He’s the ignorant happy go lucky. He’s always there to stick his nose where it doesn’t belong and call it being some kind of help. Then as soon as it backfires he gets mad. Meanwhile he’ll spend time and energy over whatever he sticked his nose into instead of doing something productive on his own. That’s to close to being accountability and effort which he has no time for.
In hindsight, maybe stealing milk to feed the kitten (bearing in mind, things weren't exactly as plentiful in the 30s and 40s) wasn't a sign this guy was Mr. Perfect. Like you mentioned though, this is a rare take on this type of character, and I wish there were more of them, both for the intrusive helper types and for the "I'll teach you a lesson by tricking you or driving you nuts" types.

Gabby: Hey, stop that! Gulliver proceeds to laugh for a full hour before he finally stops, "O-okay (couple deep breaths) I'm fine."
I remember when I was a kid back in the '80s Golden grams had a giveaway of sorts and it was a copy of Gulliver's travels and it was a cartoon version and I remember this song was in it right at the beginning.
I admit that this was my childhood, I love the “All’s Well” song, and I enjoy Gabby (my guilty pleasure), but this short hasn’t aged well. I know many may not agree with me, but I wanna see Gabby in this era. If it gets rebooted, I hope they fix some of the problems that it had for new audiences to enjoy.

It really is a small world. Born in 01, No cable growing up, just DVD's of old Fleischer cartoons and very old Paramount cartoons

I remember watching this all the time from my Cartoon Craze dvd when I was in kindergarten, what a throw back :)
