    I got up to 42mph on a 40mph road the other day on my bike, to be honest I would’ve paid a speeding ticket because thats a massive flex to say you were caught speeding on a bike

      What vehicle reg would they put in when issuing a ticket? What license would become endorsable with points for speeding? You CAN'T get a speeding ticket on a bicycle in the UK, they ONLY apply to motor vehicles lol, even under TfL's Vision Zero scheme - only applicable to motor vehicles - the video is wrong.

      @@diedrino only if their riding was considered to be dangerous. Speed isn't a factor when it comes to bicycles except for certain private cycle routes (canal paths etc), roads and pathways, which might have their own limit in force, but would need a condition acceptance (an invitation to pay to settle outside of court), rather than a fixed penalty notice with penalty points on your license. On the flip side, you can be caught drunk in control of a bicycle and lose your car license!

      @@the_mad_ratter there are a couple of things they can charge you with sort of like dangerous riding if speeding, and it is possible for local bylaws to impose speed limits on cyclists. For example, on Hampstead Heath in London there is an 8mph speed limit for cyclists, and in Richmond Park the speed limit of 20 miles per hour for vehicles also applies to cyclists. If you hit someone (or something) and are travelling too fast that will be used against you 🤪

      @@the_mad_ratter I believed that for years, also a prom - but you can’t. There is no alcohol limit for cycles, but you can commit an offence if it is decided you were too drunk - you could be fined, but your driving license cannot be endorsed. Road Traffic Act 1988, section 30

    How do cyclists know they're "speeding" when they have no speedometer?
    There's no legal requirement for cyclists to have a speedometer.

      A really good question.
      I think the ones that go fast do have a speedo or track their rides on an app to challenge themselves to do better. Wouldn’t expect to see a speedo on a Boris bike though... LOL

      No law to state you must have a working odometer/speedo in your vehicle if it was not supplied with one, but it still remains your responsibility to know what speed you are doing.

    Actually speed limits only apply to motorised vehicles and not cyclists. Cyclists exceeding the speed limit are likely to be charged with careless or reckless cycling, but can't currently be charged for speeding.

      There are a few speed limits that apply to cyclists in the UK mainly in various parks. Usually a lot lower speeds and higher fines than regular speed limits. I seem to recall reading about a little old being fined about £400 for exceeding a 10mph limit in a park.

      South Wirral Cyclist I’m not totally up to date on the new 20mph speed laws, but I just read about the Cyclist bit on speeding and I think your right. I wonder if the cyclist could say that he was just over taking, and he did react on time as well as stoped quick enough when flagged by the police. I wonder what the out come was.......????

    Rule 124 of the Highway Code sets limits for various vehicles, which MUST be complied with. Bicycles are not included.

      The Highway Code and the Road Traffic Act speeding limits apply only to motor vehicles and their drivers.
      However, it is possible for local authorities to impose speed limits on cyclists although this is rarely done it may be the case in this area that the local authority has imposed the limit on all vehicles.
      Speed limits on bikes in Royal Parks are enforceable, because the The Royal Parks and Other Open Spaces Regulations 1997 amended by the Royal Parks and Other Open Spaces (Amendment) Regulations 2004 outlined that speed limits in the parks applied to all vehicles.
      TFL's website is vague on whether it applies to all vehicles or just motor vehicles though.

      @@EuroB0B1 cycling or other non-vehicular traffic offences can result in points on a license. But not necessarily - depends on the situation. Wanton/Furious doesn't always result in points, dangerous can.

    Are you sure the cyclist was stopped for speeding? The speed limit on UK public roads only applies to motor vehicles, though cyclists can be charged with reckless cycling, but that is a subjective thing that the court may need more evidence for than a speed camera reading.
    I would bet on him being stopped for jumping a red light, most likely witnessed by another officer spotting at a previous set of traffic lights.

      Cyclists shouldn’t be on the road until they hold a valid licence to be on it have insurance like everyone else and in this case speedometers and some sort of number plate system

      @@purtlemoirrey1161 cycling on the public highway (in the UK where this is filmed) has the same status as walking or riding a horse, i.e. it is a right of everyone to do so, whereas as you have to have a license and insurance to drive/ride a motor vehicle on the public highway plus the vehicle needs a regular safety check and must adhere to a plethora of construction and use regulations. The rights of cyclists, walkers, horse riders precede the existence of motor vehicles and have not been reduced since, nor should they be IMO, roads were not built for cars ;-)

      I agree. The police go after what's easy, not what matters. They'd sooner stop a speeding cyclists than a thief stealing bikes because it's easier. And soon enough they'll be able to collect revenue for speeding cyclist once they change the law.

    Road Traffic Regulation Act 1984, sections 81, 86, 89 & schedule 6. In fact, these sections all fall within Part VI of the act, which is entirely about speed limits.
    Section 81 is quite explicit that "It shall not be lawful for a person to drive a motor vehicle on a restricted road at a speed exceeding 30 miles per hour"
    Section 89: "A person who drives a motor vehicle on a road at a speed exceeding a limit imposed by or under any enactment to which this section applies shall be guilty of an offence."
    So "drives" and "Motor vehicle" excludes cycles and cyclists

      @@johnbower7452 but first they will need a law for cycles to have a speedometer. It is unlikely that such a law would be retrospective, so millions of bikes still wouldn't have one. Would children's bikes require one ?

    Didn’t realise London had implemented so many 20 limits until I drove into it this weekend. I feel like the pedestrian impacts will be less deadly now, but there’s going to be a lot of incidents with cars collecting undertaking cyclists on their left. 25mph make more sense as it would be just over the average commuter cyclists top speed.

    Speed limits don't apply to cyclists
    Bicycles are not included under the road traffic act. While you can't normally be charged for speeding on a bicycle, you could be charged for careless cycling instead. Furthermore, local bye-laws can impose limits on cyclists.20 Apr 2017

      I got stopped at 37mph in a 30. I got a ticket for "wanton and furious cycling" but no speeding fine. I framed it :P

    I’m a lifelong cyclist. Speed limits may not apply to cyclists, but common sense ought to be expected. The first overtaking cyclist shown, demonstrated a complete lack of common sense, and due care or attention as he squeezed between the cyclist and the motorbiker. As did several others in the clip. If a car came that close at speed to a cyclist we would all be up in arms - and rightly so. We need road users to look out for each other.

      Mostly agree, but the main difference between a bike getting close to a car and a car getting close to a bike is that the bike is aware and it's his choice. Since cyclists are vulnerable road users, cars need to respect them and give them space.

      @@alex2143 I agree, especially with your last point re the relative vulnerability of car drivers and cyclists. I also think experienced, faster moving cyclists should make allowances for less experienced, slower ones. The overtaking cyclists in these examples did not do so to an acceptable degree IMHO.

      @@normancoutts Ideally, the roads should be so safe that children, moms with kids, people with disabilities and old folks feel comfortable riding a bike, but agree 100%.
      The problem right now is that that isn't the case. So the only people who even feel comfortable riding a bike are fit 25-35 year old males who do it as a sport. It's not something everyone is doing, as it is in the Netherlands.

      Mobile phones are common. There are free apps that use GPS to tell you your speed etc.

    As a kid, I've tried for years to get a ticket in a 30mph zone :-D

    The cyclist was not been stopped for speeding, they were either riding too fast for the conditions, not giving way to pedestrians or riding furiously or all three.

Speed limits listed in the Road Traffic Regulation Act 1984 and also Rule 124 of the Highway Code relate to motor vehicles and not to bicycles. Rule 123 of the Highway Code includes a table that sets out the speed limits for various types of vehicle on various categories of road. The table does not include bicycles.

      In Royal Parks the police have given up arguing about whether a bike is a vehicle, and just book cyclists under Park Reg 3(10)c "use any pedal cycle ....in any manner that endangers or is likely to endanger any person"

    CYCLIST DON'T GET SPEEDING TICKETS ! Highway code only states motorised vehicles. But can get tickets for reckless and dangerous riding!

    It’s time that anyone over the age of 17 that uses a machine : bike; car; plane; peddle etc) must be licensed; insurance; number plate; road tax ,
    So the man or woman is liable for their actions or inactions of wrongdoing to another man or woman property..

      In the UK, there's no legal speed limit for bicycles, and 20 mph limits are getting more common all over the country
      With that combination of factors, bicycles are mostly faster than motorbikes in towns and cities, even on a clear road with no traffic
      I think authorities are trying to encourage people to cycle instead of owning a motor vehicle
      The cyclists were probably doing about 25 mph in this video, a pretty normal speed for modern lightweight bicycles these days

      They do that, they'll just waste your time over and over until you do what they want, regardless of what the law says. He's getting paid either way, it's not a waste of his time, just a waste of our money. They did the same to my brother for taking his chef's knives home from work with him every night, stop-and-search and keep him stood waiting while they checked up on his story, to waste an hour of his time every other night.

    'I don't have a speedometer on my bike' is not an excuse because you can get one if you want, and if you're cycling dangerously fast then you should be prosecuted.
    The only people really in danger from speeding cyclists are pedestrians, and you can kill a pedestrian if you hit them at 30mph (a lady died in Bristol last year after being hit by a cyclist who probably wasn't even doing 30).
    Just the same as any other member of the public, you have a duty of care to ensure that your actions do not cause harm or injury to other members of the public. Cyclists are not exempt from this or other legal obligations. There are far too many cyclists who have NO driving experience and don't fully understand the rules of the road, rights of way, road signs etc etc. And there are also far too many cyclists who assume that they are the centre of the universe and everyone else owes THEM a duty of care, which they don't owe to ANYONE else.
    Personally I think that you should require public liability insurance if you ride a bicycle, and it would be proactive to also attach a speedometer and, while you're at it, why not fix some small wing-mirrors as well.
    Maybe that way you'd all be much less of a danger to yourselves and anyone else unfortunate enough to cross your impatient and self-entitled path.

      Actually cyclists do not have to follow the speed signs. It’s written that they are excepted in law. Instead, you have to ride at a reasonable speed and have 2 independent brakes

      Cyclists can still be prosecuted for going too fast regardless of speed limits.

      True, you can kill someone at that seed, so why can't people respect bycycle lanes? I don't have fast bike, it can get around 20km/h,and i need 1m to stop. The problem is that pedastrians are jumping out on bicycle lane, like crickets. Once a guy literally jumped backwards in front of my wheel.

    The Highway Code rule 124 applies here. These are the applicable Road Traffic Act laws referred to in HC rule 124.
    Law RTRA sects 81, 86, 89 & sched 6 as amended by MV(VSL)(E&W)
    They quite clearly state that the laws on speeding refer to motorised vehicles only. There may be specific areas such as parks when speed limits are applicable to cyclists which are indicated by signage.

      But in a 20 zone in high gear that would unlikely be the case!

    Of course they should be stopped for speeding. They're using the road and are subject the laws thereof. If you don't want to get fined get a speedo, it ain't hard to work out.

      @@kaedeschulz5422 250w ebike is technically restricted to 15.5mph in the UK, but very few actually are. 39cc kit on my bike only hit 42. 50cc kit on my bike hit 48, 80cc kit on my bike hit 46. go figure lol

    To be honest, I wouldnt even stop for police on a bicycle unless they weren't walking 🤔 i do stop for red lights , but my days of seeing 40+ on a bike are over ( just over 40mph was my highest speed on the london to Brighton) . 😎

    There's a speed camera not terribly far away from where I live which has been made a strava segment called "smile for the camera". Its running off the bottom of a steep descent and in a 30 zone, the KOM is just shy of 50 IIRC :D

    Cycle have no excuse bikes do not have speedometers , you can purchase them at your local bike shop or on line , I also think cycle should have some kind of cover as many of them shoot the lights or ride across walkway out on to the main road .

    Why do speed limits not apply to cyclists?
    Motor vehicle speed limits were introduced in 1903 and set at 20mph. After this limit was routinely breached, the speed limit in towns was changed to 30mph in 1934. Since then there have been no amendments enacted to make cyclists also adhere to the same regulations.

      It's Upto a cyclist to follow the rules and if that means buying a speedometer then that's what must be done.

    The offence that cyclists would be committing is 'wanton and furious driving', section 35 of the Offences Against the Persons Act which dates from 1861. That section applies to persons in control of any non-motorized vehicle or conveyance. Generally only used where injury is caused to a person. It does not, for example, cause damage to a car if you ride in to one. The copper can give the cyclist a ticking off for not following guidance in the Highway Code (various sections), but none of those particular sections are backed up by law with reference to cyclists.

    cyclists who breach the speed limit may not be prosecuted for a speeding offence but they can, however, be prosecuted for “cycling furiously” or “wanton and furious cycling.”

    While you can't normally be charged for speeding on a bicycle, you could be charged for careless cycling instead. Furthermore, local bye-laws can impose limits on cyclists. For example, the 20mph limit in Richmond Park in London applies to cyclists as well as motorists.

      That would be difficult to show that it was "careless cycling", the similar case with driving is without due care and attention, which is falling below the standard of a competent driver.
      Speeding does not necessarily mean that, which is why, for driving, exceeding the speed limit is a separate, and specific, offence. Not all speeders are dwdca, and the same could be said for cyclists.

    Many years ago I was pulled over entering Lyndhurst. Got clocked by a hand held laser at 41 in a 30 limit. Luckily I was breaking as I was unsure why he was pointing it at me. At first I was quite chuffed until the Police officer gave me the lecture with threats of points and convictions. This was in the mid 90's and I had not device to indicate my speed but he said "that was irrelevant". I was given a "road side caution" !

      Once upon a time I was stopped on the south side of Trafalgar Square. Police said I had cycled through a red light from Admiralty Arch. I said no I didn't, stood my ground pointing back at the lights as the phases changed allowing traffic from Admiralty Arch to go when it was stopped from where they were and they just walked back to their patrol car silent.
      (I wish I had that on camera, but it was the 90s) Happy cycling!

      I know. Cyclists seem to straddle a line that people can't cope with. They achieve speeds much greater than a pedestrian can. Therefore the bike is a useful conveyance, a vehicle. Yet in many situations riders have the low speed situational awareness AND vulnerability of a pedestrian. It is extremely tempting and many times beneficial for cyclist in various settings to combine the nuances of both with varying degrees of success. As a cyclist it's common sense to me, but it infuriates a lot of non cyclists.

    Speed limits do not apply to cyclists. Most have no way of measuring their speed nor are they required to do so. If riding dangerously at speed you can be charged with ‘cycling furiously’ - but rare!

    There is no speed limit for cyclists and can't be prosecuted for speeding or get points on their car licence with a fixed penalty notice, unless the case goes to court but they can be prosecuted for wanton and furious cycling. The last prosecution for wanton and furious cycling purely that came about solely for speeding by a cyclist was in 1879. The law has recently been used though when two cyclists in two separate incidents, killed 2 pedestrians and were gaoled.

      Not sure about points, but I Think, if they Have a licence, it can be endorsed. If not, they’re held on record until they apply, then get them.

    If nyone can answer plz..i take my kid to school i cycle nd have her seat installed in the front of me...2day an officer told me to get off the road as its dangerous mayb cuz there was no cycle lane there..m pretty sure we r allowed to cycle in london even in roads without cycle lane nd it wasnt even sme high speed dual carriageway road..jst a regular road with max speed of 30mph..i dunt get by wht getting off road means..cuz other option is cycling on pavement which iz illegal..can polkce officer tell us to stop cycling altogether? .. i need to cycle to drop my kid to school..kinda confused as wht to do .nd i cannt walk there as its quite faraway

      Hey,
      There could be a number of reasons why potentially the officer said you should not ride on that road. For example, could have been a very busy road with not much space for a calm rider with a child on. Or could have been that he/she assessed your competence and thought you were in danger (no offence intended here).
      As far as I know, if the bike is altered to allow a passenger (in this case a child seat) AND there are no signs prohibiting cycling, you should be able to ride.
      What I suggest is finding quite cycleways and avoiding main roads. You can also use paths near the river or by the extensive network of canals across town. This will make your trip both safer, more enjoyable and with less toxic fumes down your lungs.
      There is a number of resources you can use to plan your routes better, depending where you live. You could use the TFL website (tfl.gov.uk/modes/cycling/routes-and-maps/cycleways), an app like the Santander app or buy hard copy maps for your area from places like sustrans (shop.sustrans.org.uk/products/london-cycle-map-53?_pos=1&_sid=4e7bd241f&_ss=r).
      I got my maps back when they were free from a train station information centre. Maybe there are still some copies out there. They show a much more detailed network of cycle routes, including canal towpaths, river footpaths and more.

    He wasn't pulled for speeding. There's. O such thing for a cyclist. It would never hold up in court and would be thrown out by the CPS. Cyclists don't have speedometers as a general fitted device. It's impossible for a cyclist to know, that's why speed limits only apply to motor propelled vehicles aka cars, motorbikes etc

      He did nothing wrong. It's so weird for a constable to pull a cyclist, especially for this video you've shown. God knows what he wants.

      Even when a prohibition of cycling order has been made, and the correct signage erected, the bastards STILL cannot be stopped.
      Only on a Motorway can you reasonably expect not to encounter cyclists, and even then it is because cyclists have CHOSEN not to ride there.
      The situation is completely out of hand, and the wider availability of this clean, economic form of urban transport is being held back by these self-obsessed 'sportsmen' .

    Pedantically - this footage is not shot in the 'City of London'. The term only applies to the so-called 'square mile' (the financial district) which has a separate governance structure and its own police force. It looks as though it was shot on the embankment/Millbank near Tate Britain, which is in Westminster.

      Hi LL, White zigzags are commonly found either side of pedestrian crossings. They are designed to indicate that parking and overtaking in these zones is strictly prohibited.

    20 Mph or Kph? 20Mph is moving right along for a road bike, much less a commuter with baskets. If you are coasting, you aren't going over 20mph on a flat.

    He wasn't pulled for speeding. Even the paperwork for Vision Zero (the 20mph limit on TfL roads) states that it only applies to motor vehicles on the specified road.
    Probable that the officer witnessed the dangerous overtake of another vulnerable road user at the very start of the clip (between the motorcycle and the other cyclist), and stopped them to offer some words of advice on the safety of their riding.

    I don't even u derstand why they all dress up for riding a bike and go that fast in a city.
    Here they go outside the city, to go fast and in the city, your wear your normal clothes and cruise around. You will still be faster than a car, where you need to be and you don't sweat.
    There are no speed limits for bikes here, but it is also not needed.
