Oshi Castle wasn't besieged by Hideyoshi but by his vassal, Ishida Mitsunari. And Mitsunari infamously incapable of forcing Oshi Castle to surrender at all, and the Castle only threw the towel after hearing news that the main castle of the Hojo, Odawara, has fallen.
