You cannot use your quirk without a license in mha, that’d be illegal because you’re using it for no actual good purpose, you’re only allowed to use it in situations such as self defense, quirk training or fighting/going against villains if you were to be in a hero licensing school. What Deku did was basically illegal there if he hadn’t had a license but since we know class 1A got their hero license earlier than planed CANONICALLY he had basically permission to do so, he can roam around using his quirk freely but on hero duty or on school grounds. An exception is when a quirk cannot be turned off which Deku has yes but he doesn’t necessarily need to “die” he could basically live normally meanwhile another example, shigaraki has constantly has a quirk, he cannot deactivate but for that rules exist with these types of quirks, for him the extra rule is just simply put “do not touch anything with 5 fingers” 😂 He did kill his entire family but that was an accident, unintentional, he didn’t know that his quirk were to activate and what his quirk would be BUT there is one little part I missed to mention, he killed his father intentionally, he wasn’t abt to get beaten or smt in that moment so he did commit a crime, if his father in that moment wanted to hurt him, it would’ve counted as self-defense, the only one guilty here would be his father, Down to hell jail you go.
