how would you make it so that the inner part is slightly translucent, say 70%ish opacity? while the edge stays solid? is that possible? also, how do you make it so the outer edge is a darker color than the inner part?

Hi! If you use your finger it will be a lot easier to keep it pure white, but if you still want to use your pencil you need to apply pressure and keep applying the same amount of pressure for the color to be pure white. Hope this helps!
Make sure you select the thinner brush first before combining them, also the two colors will show up when you apply pressure if you’re using an Apple Pencil

How can you take off the effect on the tip that makes it clearer than the rest of the brush?

If you apply same amount of pressure the color will be solid, also if you use your finger to draw
