It's amazing how the writer of this manga managed to flesh out the mainline characters without comprising their characters. This is becoming less and less like a spinoff and more like a Season 0 of the main series. It also help that this series feels like netflix daredevil and other western vigilante and super hero media, but that's probably because the writer is a fan of western super heros and vigilantes. Which would explain all the Avengers and x men cameos and a attempt to touch more on US quirk users.
Vigilantes does what any good spin-off does: it takes the world established in the core series and expands it a meaningful way. At first it was small stuff, the origins of heroes and character backgrounds, stuff that is nice to know, but not essential. Take Tensei's role for example. In the main series, he is an incredibly minor character that has only shown up a couple of times and we never see him do hero work. His introduction is being injured by Stain. In Vigilantes, we see what kind of hero Tensei is. He's humble, helpful, and a team player, to the point that him having a team to support him is part of his characterization. None of this info affects the plot of the main series, but makes the world feel more alive. The moment when Vigilantes became a great spin-off was the Shirakumo reveal. It was at this point that the world building and character development laid out in Vigilantes had an effect on the main series. It also establishes the precedent for the main series to bring back ideas and characters from Vigilantes because the ground work has already been established. Class 1-A could go to America, and less time would be spent establishing the rules for the new environment because the rules have already been established. That is why I love the Shirakumo twist so much. Its existence turns any character, plot point or discussion into material for the main series.

Or at least get a passing reference or shout-out to them.
