Great question. The answer is "can," not "must." Location can always go in the standard "location phrase" spot before the verb, even with one of those verbs mentioned in the video. In what situations would you do that? One example would be when the verb takes an object, for example: zài hóumian tíng chē 在后面停车 (Park the car in the back). It's a bit more complicated than that, but hope this helps.
