The Reversing Starter is a special type of push-button starter wherein addition to starting/ stopping of motors the director of rotation of a three-phase induction motor can be done by interchanging the connection of any two terminals of the supplies which are done through two separate contactors, one for forward and the other for reverse.
A device that controls the flow of electrical power to a motor. It is designed to safely start and stop a motor, and provide overload protection. A physical barrier is pushed into the path of one coil's armature by the movement of the adjacent coil in a forward/reversing motor starter.

You don't need a timer if your operating circuit manually ( for example operating a overhead crane or lathe machine.
A timer can come in if the circuit is Auto, like you have a conveyor belt moving back and forth in intervals.

I don't know if my question makes sense, but looking at a similar schematic I have with me I can't understand how electricity can get to the forward contactor if it must pass through the reverse NORMALLY CLOSED . If NORMALLY CLOSED becomes energized and becomes OPEN how can electricity get through to the forward contactor. So my question is the logic and path of electricity after I press the start for forward and reverse. I understand the concept that once you press forward you simultaneously blocking the path of electricity heading towards the opposite contactor via the use of NO and NC auxiliary.

Your statement above actually answerer your question, But to give more light on it below.
The auxiliary NC are electrical interlock and their sole purpose is to block contactors not to engage at the same time.
In Forward and Reverse Configuration we only need one contactor engaged at time.

Interlocks protects the circuit from both contactors energising at same time.
They are wired through NC of each contactor before conecting the coil.
