Back in the 90's I worked for a company who contracted with various telcos to provide them with elevation data so they could develop cell tower networks to qualify for bidding on spectrum around the world. We would buy maps from various sources and use GIS to develop 3D models. We'd buy the maps, send them to an Indian subcontractor, who would digitize the contours and then email us the data (cutting edge and cheap in those days :-) ) Anyway, whenever we had do deal with Soviet-produced maps, we'd have to carefully massage the data, since the soviets would intentionally mis-locate features to mislead it's enemies.
