i think it depends on the clubs but i know that KMG and United both require 6 months training between gradings... so in order to finish with practioner level ideally would take 2 and half 3 years after that on graduate level you are grading every year...

I think it entirely depends on the attacker. Many attackers are desperate people with little desire to genuinely hurt others. They are desperate and doubt themselves and their actions. This doubt can be manipulated by using the techniques here and their natural body weight. I see no reason for it not to work. Other attackers, however, are strong and wilful, so YOU need to have no doubt and be confident in YOUR abilities in quickly disarming and disabling the opponent long enough to escape and call for help. So yeah, if they've done some sort of physical training, even if it's just lifting weights or punching a bag, so in a way you could call into question the effectiveness of some of these movements. However, the shock that a defensive victim takes is often enough for you to quickly disable an opponent by breaking a limb or disorientating them and running away. All it takes is a split-second as you surprise them with a defensive stance to complete this exercise and cripple an attacker. That takes confidence and awareness.
He won't entirely let go, but he will lose dominance in the choking position and you can easily force your way out of a really badly gripped choke hold. Point is to make him lose most of his grip force.
