Kagetsu, Zelkov, Rosemary, and Rosado do not inflict any debuffs on the foe after combat, it’s using terminology as if it’s in Fe Heroes. For ex, If Kagetsu initates combat, the enemy will suffer Avo-10 in the combat itself, there is no debuff afterwards. So they’re probably more on the better end of personal skills as they offer easy bonuses

You have Chain Attacks completely misunderstood. It's actually very simple: If a Backup-type unit (think infantry) is in attack range of an enemy(usually adjacent, but 1-2 range handaxe exists) when any other unit attacks that enemy, the Backup unit will Chain Attack in that combat (dealing a fixed small amount of defense independent damage). Boucheron's personal skill basically just says if you are attacking an enemy next to one of your other Backup units you deal +2 damage.

"This unit's combat" So Boucheron is the primary attacker, his skill activates when Backup types or Lucina-sync'd/engaged allies are also in THEIR attack range of the target enemy. So say, Boucheron on Player Phase, attacks a unit and normally deals 15 damage, well if has an ally chain attack for 10% of the enemy target's hp, then he now deals 17 Damage (15+2) in addition to the chain attack daamge.

We have seen that vulns heal 15 hp. Near Celine, they will heal ~22hp. It seems like it'll hold up a bit better late game since 22 is a good chunk even if your units have 50-60hp
    Other observations
    - Yunaka has 13str and 15spd at level 12. Str seems vaguely on par with some of the other units though she is a few levels higher than Alear/Alfred/Chloe.
    - Vander's stats look kinda bad. He has base 11str, 10 def, and 6spd (after being weighed down with an iron axe)
    - Ivy's skill also reads like it'll remember the enemy across turns. What I mean by that is you attack an enemy one turn then don't attack them the next turn (move back to get healed and/or drink a potion, etc) she will still get hit+20 against that same enemy whenever you get back to them as long as she didn't attack someone else in between.
    - RE: Kagetsu/Zhelkov/Goldmary/Rosado, the during combat rider means, well, during that combat. It's not a lingering debuff.
    - Also we've seen that those 4+Ivy/Hortensia are playable

Hopefully Vander has real growths and can keep up with everyone.

Feh uses the same wording all the time and it's basically a buff that only activates when that specific unit's battle animations are going on. Alear divinely inspiring - good because it's easy to proc.
Alfred self improver - seems bad because you have to do nothing but move to get + 2 str on enemy phase.
Yunaka trained to kill - crit +15 is a good bonus. Maps probably have various evade tiles and if they don't corrin can make terrain.
Louis admiration - seems reasonable to set up makes him a little more tanky it seems decent.
Alcryst - seems easy to proc. Only for enemy phase but I think the fact its easy to plan for makes it good.
Citrinne generosity- seems pretty good but you might have to plan for it.
Lapis - She gets avoid + hit and if she needs to she can go alone to get the crit back so seems good.
Jean - expertise aka the villager/trainee skill. Eventually Jean will have high stats.
Chloe Fairy Tale Folk - cool name but it's effect is alright. Because it's damage does allow for a magic option. Superior to Alfred's because she can attack with it and not have to be enemy phase only.
Anna make a killing- does what it says. Kill enemies in the hopes of making gold.
Etie energized - seems awful it's like Alfred's but worse because you have to have used a item.
Celine gentle flower - Its easy to proc so its good even if it just boosts healing items.
Boucheron moved to tears - +2 damag for having an ally chain attack. If he gets +2 for every ally it could be good but if he just gets +2 it's probably pretty eh.
Vander alabaster duty - +5 crit doesn't seem like enough of a bonus.
Framme Crimson cheer - avoid + 10 to Framme and Alear seems pretty good.
Cramme verdant faith - + 10 to hit for him and Alear is alright but Frammes is probably better.
Diamant fair fight - If you enemy will die before they can strike does it proc? If it does then it's great If not then you need to eat a hit for + 15 hitrate. The good news is this doesn't proc on enemy phase.
Amber - good for +20 hitrate but can make you easier to hit with the -10 avoid. Overall I think it's good if you plan on using a lower hitrate weapon.
Ivy single minded - it's a good boost that you can easy proc or the enemy is dead.
Kagetsu binding flash - give enemies avoid - 10 when he initiates seems good.
Zelkov not quite - reduces enemy hitrates on enemy phase seems great.
Hortensia big personality - range + 1 on healing staves. Seems alright but if it's mostly making heal 2 range it's probably ok but not super exciting.
Goldmary disarming sigh - really good
Hit - 20 is great she just doesn't want to fight female units.
Rosado stunning smile - -20 avoid is pretty good.
Lumera Unbreakable - probably isn't a playable unit but this is a pretty good skill.

The second most common application would be to send Ivy off to attack a sole enemy, and then have Ivy finish off that enemy during the upcoming enemy phase. This one is more limited though, since it becomes unreliable if she's in attack range of other enemies.

That's why you make him an axe user. His personal +hit helps offset low axe accuracy, and axe classes have good strength growths. I used him to great effect as a War Master on Maddening with Vantage, Hit+20 (In addition to his own personal version,) Wrath, Defiant Crit, and Axe Prowess, armed with Killer Axe+ and the Chalice of Beginnings. Oh, and War Master's Crit+20 and Axefaire. 100 Hit and Crit on enemy phase, first strikes, and infinite range counterattacks to deal with archers and mages. And of course that crit was overkill on purpose so he can still rush in and spam Smash on player phase while ensuring that only monsters could finish him off on enemy phase. The only tricky part was trying to meticulously get his HP to critical without him dying, but on Maddening that usually just meant "attack one thing that won't kill you from full health; you'll barely survive and be in range."

also, terms like "during combat" and "for 1 turn" (as opposed to "Until end of turn") are frequently used in FEH in those specific contexts. So, as soon as combat has ended, the penalty, being transient, goes away.

It feels like Yugioh card text, where things are written in a very very specific way, which is utterly incomprehensible unless you're years into it and know what the nonsense means.
