They “don’t expect” and “will not” or Cannot”are completely different. I deal with codes a lot and there’s a big difference between “Should” and “Shall”.
if there is a water deluge "problem" then i think there is a good chance that SS will take off from the other pad. Launch 5 can then take off from the other tower and the "catch attempt" can be done on the older one. Logic being if it is damaged on the catch attempt - it can be rebuilt with flame trench etc and updated at the same time while leaving the other one fully operational. SapceX have also said that the re-entry needs to be perfect for the catch attempt. I would favour landing in the sea near a recovery ship. there is little value in recovering intact as these are all highly different test articles.
I still don’t understand why they don’t have a production rail system. Parallel systems should be doing this for hype. When I say rail systems I note convectional systems are too narrow but a wider short rail system makes sense.
The NOTAM was issued by the FAA was it not? Why would they do that if they had no intention of letting it fly? Something is weird here. Maybe it's inter-ageny pride? I can't imagine that no one at the FAA read the filing before it was approved and posted.
Seems like the FAA is as confused internally as you are! If NASA or the DOD did take over with the launch license, you would expect the FAA not to respond to any comment as they lost the battle with space x. I hope tensions dont keep rising between the too!

I am not sure why people think SpaceX should get special treatment. They need to follow the rules like everyone else. Also, Musk uses his companies politically. The silence might be to motivate people AGAINST the FAA. Wouldn't put it past him.
Agreed. They don’t deserve special treatment. They deserve equal treatment, and they don’t get it. Look no further than the FAA administrator himself who lied under oath to defend his treatment of SpaceX. He would tell the truth if he was playing it straight
