I saw that ending shot as a symbol of Arthur watching the New World begin. Really, the whole story is Arthur watching the world and times that he knew change beyond his understanding (Oil barons, Saint Denis, The Mafia, air travel) and he gives the last of his energy so his surrogate family can live in it. He watches the sun rise on a different land, where a rugged outlaw like himself can’t ever live the same way. If he lived any longer, he’d probably be as in-denial and unhinged as Dutch was. So Arthur got the happiest ending he could’ve gotten, “remembering all the fine times he had that out that way”

Despite it being Dutch’s gang, he betrayed and got half of his gang killed, and when Arthur saved the remaining members, it became his gang. So in a way jack is the last member of Arthur’s gang
