@@Yertxt I mean, people are born with the ability to use haki. So the argument fails there. The better theory would be that devil fruits were created in a way to overcome enemies with stronger haki.
Because normally, the person with stronger haki would win, where devil fruits dont ensure a win for people with better haki. Take Luffy vs Katakuri for example. Katakuri was better in every form of haki, and his devil fruit could, offensively, do everything Luffy could do too.
However, Luffy being a rubber human, gives him better defensive capabilities as all blunt attacks will not harm Luffy directly, only the haki would. So Luffy has the advantage of both haki and his normal attacks hitting his enemy, where Katakuri can only land his haki. A situation where someone with weaker haki could win against someone with stronger haki. Luffy is immune against blunt attacks.
A similar case would be made for Buggy. Even though using haki would absolutely harm Buggy, it would not leave any wounds as Buggy is immune to cuts. So Mihawk could cut Buggy without cutting him, harming him without leaving any wounds.
Haki does hit the target's body regardless of what it's made of, but that doesnt mean the original punch or blade is the part that would harm the opponent.

I like how OLD whitebeard was one of the most feared men on earth, let alone his prime. This was a dude who was stated in his prime to be able to end the world with his fruits power. What makes Roger more impressive is that Whitebeard had leverage, momentum, and his own body weight behind his swing. Roger only took a firm step forward and swung, yet this was enough to stop Whitebeard dead in his tracks.
