Tomb Raider III - Who Goes There & Pest Control Trophies

Level - RX-Tech Mines (Make flamethrower guards meet seven mutants in one walkthrough + Solve that mutant problem in RX-Tech Mines).
Please note that this is not a full collectibles walkthrough or level walkthrough, although it does mostly go over what you need to do to complete this level (which I think is more on the basic side compared to some previous ones).
There are 21 mutants that need to be killed. Most are the small seal-looking things, then there are a handful of larger ones. Watch out for the poison the smaller ones spew, including when they're about to die. You can do this along with getting guards to kill 7 of them, since the kills still count. You just need to be aware that there aren't many opportunities where guards are nearby. There is another one right at the end that I didn't make use of because I had the trophy by that point, but I'm not quite sure how you could lure all the mutants over to him.
You should also watch out for the section with the guard near a pool, as he can have a habit of disappearing (presumably from falling into the pool).

On PS4 trophy pop without problem. On PS5 version by some patches trophy not pop when I kill every mutant.

Iv'e done this multiple times including getting all 24 kills and still doesn't unlock, can be on xbox it's bugged and not achievable

Try doing it without killing the flamethrower guys. I've gotten this trophy/achievement twice now, once on the PS4 and once on PS5, and on the PS5 version the first time I just killed everyone including the flamethrower guys and it didn't give it to me, but then I replayed it and let them live and and only killed the mutants and I got it. Also just in case, if you've used any cheats at all on that save file that might also affect the achievement. Another thing I did differently on the attempt I got it was I didn't blow any of them up with grenades or the rocket launcher. That might be just a coincidence but maybe don't use them just in case. And lastly, the enemies can possibly fall in the water and die, and idk if it counts if you let them do that. Anyways those are all the things that I can possibly think of that might affect the trophy/achievement lol good luck!

The mutant doesn't spawn for me at 10:19

Hey did you resolve this? I think it wanders around a fair bit (you can even kill it near the beginning when you get near the first mine cart, if you look down to the left)
