Very simple equation, China has sound central planning with flexible regulations that work with small/medium business and incentives that attract foreign investment as well as boosting diplomatic/economic exchanges between China and various parts of the world.
And we make sure the SOEs take a sufficient share of our economy, so that we have enough wealth shared by the public which could be used to help poor members at the bottom. Some rich and middle class may not happy, because they think the government involved too much, but we give priority to equality here.

In a large country like China, you can make good plans but it's impossible to control everything. I am from Yunnan province, currently two expressways are constructing to link the Lanping county, both could be finnished in 2023.
