The reason why it is being ordered is how cheap (compared to F-35 & F-22) it is to fly, and how many missions the USAF fly that don't require stealth or that stealth doesn't offer as much of an advantage over fast fuel efficient low maintenance nonstealth options. It's an ingenious idea as it multiplies the capabilities of the F-35 almost 10-fold. But make no mistake, the F-15EX is a very capable aircraft on its own. Once opposing air defenses have been deteriorated to the point where stealth is no longer essential, they bring an entirely new level of lethality to the battlespace.

The venerable F15 lost every time so they had to figure out what to do with it as it was still a very very decent airframe.
True but in real world scenarios the F-15 wouldn't be operating alone. They would be in "wolf packs" 4 EX's to every F-35 and the F-35 would do the dirty work. The Russian and Chinese Stealth is not as good so far and is more like 4.5 the 5th Gen.

The F-15EX is a beast. It can carry the brand New Aim-260 air to air missle with a 200km. range. So the F35 in stealth mode gets close to the other aircraft let's say 100ish miles away and feeds the target data to the F-15EX which is at let's say just over 150 miles away (outside the targeting window for the Russian or Chinese fighter jet). The F-15EX launches a couple Aim-260's for each of the enemy fighter Jets seen and it can do that 6 times. The F-35 will be flying with at least two and more likely 4 that means each F-35/F-15EX combat team can down over 24 aircraft without even using the missles on board the F-35. And then if ground radar sites are found the F-15EX's can take out up to 16 ground radar sites. In a combined forces attack we would also have F-22's running air superiority duty as well and F-18G's with electronic warfare running wild weasel missions. We haven't even gotten into the tech we have that is classified. The US airforce is 20ish years ahead of China and Russia right now.
Nope it’s not one plane down per missile. Consider a minimum usage of two missiles per kill (and that’s only if your weapon system is much superior). If the enemy have similar weapons you will use way more missiles to get 1 kill. The enemy will defend against those missiles and that means as few will not reach it’s target. If your missiles have longer range and are accurate you will keep your enemy defensive and you can be more aggressive and spend less time defending against their weapons. In a perfect world you will not need to defend but can stay aggressive until target is eliminated. One strategy could be the F15 keeps the enemy busy with defending. The F35 gets close and sends of the missile that actually eliminates the enemy.
The engines are uprated as well. Yhe F-35's can prnetrate using stealth, with the EX hanging back. The F-35 will assign targets and with the data link, hand them off to the EX's, that will then launch their payloads. Yheir costs currently are fronected tontun between $90 and $97 million bucks each. Top speed is near 1900 mph.
