Ok now there is NO ESCUSE for not using capes.....like.....taskmaster and prowler needed that.
My guess is they are too lazy to add physics into a cape. The Spiderman 2099 outfit is an example of that.

the mod works through a save file i made, and you can use save wizard to resign it to your account, then transfer it to the PS5
