Your converter can only deliver upto 36v and you voltmeter shows 46 so your meter need calibration. Its showing wrong voltage. Secondly, you shouldn't use voltmeter and ammeter like that coz the current is too less that such meter with low precision can't display.

Sir apne tho video mein bata rahe ho ki resistance 680ohms 1watt mein hai /( or diagram pe plikha hai ki 560ohm ki resistance hai ( konsa sahi hai jara batayenge)

I also made it but voltage is going maximum upto 40.6v only . Why not going to 46v as yours. Pls specify
Hocam güzel çalışma,her ne kadar 3 yıl önceki video olsada hala izlemeye değer,ancak küçük bir sorun var,bu ampermetre 4,5v ile ile çalışıyor,yani 3.7v luk pil ile nasıl çalışıyor,ben bağlıyorum çalışmıyor.

Your schematic uses 560ohm resistors but in the comments you said 680ohms which one is correct and amp reading does not work properly. The board you're using is rated for 36v. How are you getting 46v.
Use 680 Ohm resistor।
