Can There be a 91ohm resistor

The problem with these projects is that NO ONE explains or justifies from a theoretical point of view why they used the resistance value they used and why they chose that dissipation power for the resistor. In this video 82 ohms were used but others use 33Kohms, others 47Kohms and even 100Kohms with dissipation powers of 2W, 3W or 5W. An explanation should be given as to why they used the R they did.
