Don't really want to belittle the guy in the Cessna, but if I were him I would have done a 360 prior to landing just in case you had an issue and landed long and overshot the end of the runway. Also his radio calls weren't that great plus someone had to relay a message to squawk VFR, I'm guessing he missed a call for a controller to change has squawk code.
Right, or he could have just changed his plan and gone for 31 or 01 to fit better with the flow with multiple aircraft operating northbound. This was pretty poor.
I love seeing the airports I’ll be flying from. Paso is the Wild West. Flew there on my first solo XC a few months back: Citation on 10mi straight in for 01, one I’m the pattern for 31 & with the winds favoring 19.
Beautiful aircraft with amazing safety features for single pilot operations. I live in Philadelphia but I'm based and my office is at RHV. If you ever hear "Snapshot" on comms, that's one of our aircraft.

Personally I feel there could've been a bit better communication between you two, especially at the end there, letting him know you're holding short at the last second. It might be considered obvious, but it never hurts to be redundant, especially in aviation. Would've eased the Cessna guys mind a bit, in my opinion.
My 900 burns 35gal/hr on the ramp at idle. The second I realese the brakes it starts rolling. What are you burning at idle on 960? Good restaurant at PRB.

It wasn't a good look for sure. Winds were favoring 31. I don't know his performance numbers, maybe he needed the long runway.

I don't see anything in the POH but I believe it's closer to 25 gallons per hour at idle.
