They had cheats in the GTA before this and before saints row they had cheats on GTA 3/vice city/San Andreas/ and those games are played on (original Xbox/ps2) and they have cheat codes but they did come out with San Andreas on Xbox 360
You have to complete the 2nd mission where you take Roman to the hardware store, there he will give you a phone with his number on it, once you complete the mission press Up on the d-pad then press Up again, there you can enter dialing mode, Hope that helps!

What do you mean by free money. In order to get money in the game you need to do something like a mission or side activity. You don't just get it for doing nothing.
Imagine if there was a state of emergency cheat in GTA IV, just like in San Andreas, having a riot in HD Liberty City would be awesome!
