You missed reading the red needle which indicates the 0-10 gallon measurement for the last digit "0" (the last numeric digit is always "0" as it;s value is read from the needle). Hand you included that value in your calculation you would have found that your meter was reading 21.5% high. (10 gallons measured in the bucket resulted in the meter reading 12.15 gallons "billed".) By the way, a completely full orange Home Depot 5 gallon bucket holds 5.45 gallons:)
