Essentially, cyberpunk is much like steampunk, dieselpunk, etc. The 'punk' aspect is rebelling against something, like tradition, authority, convention, etc, whilst the 'cyber' part means cybernetics, cyberspace, digital age technology and the general interconnection between people you get with the internet of things. So, technically? Your cyborg cowboy fighting aliens in the wild west with teched up tools and such, counts.
