Yes unlocking the bootloader is same for all Pixels even Android devices.

You need to enable oem unlock in Developer Options first.

At this point If you're unable to access phone settings then I would recommend you to try the Android Flash tool or Flash stock factory image using Android Platform Tools, I have tutorials for both:
