how to make the soil cut vertical instead of sloping soil cut, i tried this but when i pull down the gizmo down, the soil cut became sloping.

It depends on the style. You should pick a grading style that has a more vertical cut, or make your own. There should be one already in InfraWorks that does a vertical grading.
