No it doesn't. Pakistan needs to sell those planes. Doesn't matter where some parts are from as far as the customer pays for it and Pakistan makes a profit.

Its not dependent on any country for manufacturing its JF 17. Pakistan. India can learn fron Pakistan as Tejas is a failed project and its useless to compare the two planes. However if someone does not learn even from enemies then you remain behind.
