The computer under the passengers seat should be the last thing you replace.
I have opened my computer and tested almost all components this unit looks strong.
    Test all other parts first.

Update, took apart and cleaned the contact where the jamb hits a little switch in the lock mechanism, had to take completely out of car but solved my problem, seatbelt now works like it should 😊. Great video 😊 😊

Thanks for posting this video. Exactly where is the contact point to be cleaned on a 1990 Honda Accord LX two-door coupe 2.2L?
My problem is the driver side seat belt is stuck in the Forward position. When I close the door it does not know that I closed the door therefore not retracting back behind the seat. With the Allen wrench tool provided by Honda I can retract the seatbelt mechanism. With the door closed, I can turn on the key and nothing happens. But when I open the door the seatbelt mechanism goes to the foward position. So the motor is working.
Is there an exploded view of the door latch assembly available on the internet, so I can locate where the contact points are so I can clean them? Any help would be appreciated

The only annoyance I have is that the seat belt light light won't turn off unless the pass shoulder belt is plugged in.

Great vid - thanks! I've a different issue - the solenoid in the retract mechanism stays energized - always - even with the car off; key out. Slow drain will kill the battery over a week or so. Motor and seatbelt function and all works fine. Unplugging the four-pin retractor plug (to/from solenoid and to/from solenoid position check microswitch), and leaving the lap belt buckle wiring engaged, gets me a fast beep and seatbelt light. Anyone got ideas? I may just put a rocker switch to manually de-energize the solenoid when leaving the car. Car's pretty perfect though; '91 Accord with 318K - needs its third paint job pretty soon.

Can u just replace these with the 92-93 pillars that don’t have retractable seatbelts?

O'Shae Pryme that won’t fix the problem.

Drivers retractable seat belt will not go back. It stays forward. I can crank it back, but when I open the door it goes back to forward position. Is there a fuse that I can take out after I crank it back? So it will stay. Or can you tell me if I can replace the motor myself?

The switch in the door works when the door opens but not when it closes. This tells you that everything else seems to work just fine. It has to be that switch. Either it is dirty and not getting a good connection when the door closes or the switch has gone bad. Try cleaning it first and if that doesn't work then replace the switch.

I don't know about a civic, but a 91 Accord the fuses are labeled L passive motor and R passive motor each dictating which side, 30a fuses
