How do I get power directly from battery to the one pin on relay as you mentioned? Please advise.

What would you recommend I check if my horn is blaring a very loud blast and goes off only when I put the key in the ignition; The problem of the horn sounding off has happened when parked and the engine off. I removed the horn fuse to stop the blaring noise but this van is for my newly licensed teen driver and I would like to know if the horn repair is something I could repair myself. It was recently professionally detailed (including the engine degreased) and I believe the horn shorted while it was detailed. Any suggestions would be helpful. My dodge is a 2005 grand caravan.
