@G I B B Y It depends on the environment for how fast your body decays, the previous general was trapped in an enclosed stone structure away from the outside world, meaning animals and moisture can't reach him, so it would take a lot longer than normal for the body to decay, if I remember correctly if the body is isolated enough (like a damn good coffin) it can take decades. It would take longer for him to become a skeleton or anything.
Also might have helped that he drank himself to death...

I like thinking Preston is a raider king. He joined the Minutemen shortly before Quincy to stab them in the back, but it fell apart without his influence, so he ended up leading the survivors as the team leader. You show up and he spins a tale of him idolizing the Minuteman and you rebuild them in his image. Preston chooses your targets, and who does he get his information from? He is keeping his interests away from the Minutemen and using you to destroy his competition.
