LYR's discount is still 15% whether you're pledged to him or not. His stronghold carriers are nice, though. Like Jameson Memorials with 15% discount all throughout his territory. You can even get Alliance ships there with discount despite them not being Alliance controlled. On that note, Mahon still gives 20% off of cargo racks and hull reinforcements (even if not pledged). Archer (replaced the other guy) now gives only 10% off on hardpoints if you're not pledged. The other guy gave 20% off on hardpoints even if not pledged. So I just get the hardpoints at LYR controlled systems. The outfitting screen will now indicate the discount and why you are getting it when you view the item. Except on certain types of items (nice polish, FDev). But the discount is still there if you check the normal cost and compare it to what's on screen.
