It is absolutely safe, all of this is done locally and if Valve actually even did ban steam accounts for those violating DMCA, they would've banned a bunch of addon creators already. It's safe
why does it have to be a discord server? Putting archived content behind a discord server is STUPID. I have hit the 100 server limit and want to join other servers. Why can’t it just be hosted on a website or sonething?
Yeah, I can agree with you there, but people in this community are too stupid to do that, and those who are able to are unwilling for a cause like this. Especially with what it takes to run a website.
Just because something opens cmd doesn't mean it is a virus. Lots of useful programs use cmd. Only way they can be harmful is if they ask for admin permission. Even then, it is most likely not a virus if you know that the program needs admin permission for it's job.
this really helped but i got a question, even after i downloaded the models and tried to extract them in gmod publisher, it says only downloaded addons need packed garrys mod addon thing in order to reinstall the deleted addon. any advice?

If you dont want to release it. Locate the mod. Make a folder on gmod addons folder call it My Addons and put the mod there

You have no need to convert back to a gma. Extended Spawnmenu will make the addon folder appear in the "Addons - Legacy" tab in the spawnmenu

If you uninstalled it, mistaking it to be one of those Hidden addons, ya screwed unless someone else has it and you find an archive.

So you just have a zip file instead of a gma? Just extract the zip to your addons folder. That was the point I was making at 1:03
