Most of the people who don't re-offend are likely for lesser crimes (drugs, theft, etc.) not violent criminals. The swedish prison system may work for lesser crime of but not for more violent crime. Many of the swedes that protested against the refugee resettlement weren't even far right. The protests had nothing to do with the lack of integration. That lack of integration stemmed from the fact that these people simply don't belong there and are different.
As for the alleged "low" amount of re-offenders in sweden, those numbers may be skewed. Most of the people who don't re-offend are likely for lesser crimes (drugs, theft, etc.) not violent criminals. The swedish prison system may work for lesser crime of but not for more violent crime. Still, the numbers of re-offenses will likely still climb, since these immigrants are only increasing in numbers. It's still a relatively recent phenomenon.
