Firstly, 2 million COP for a real estate attorney is pretty good. There are certainly more expensive ones...that are very reputable, check out Nexo.legal. Second, yes you can get the investor visa after purchasing the property. Make sure you're working with a competent attorney, though. There are a few pitfalls to avoid. I would recommend you check out the MedellinMasterclass.com where we go over all of that.
Usually 1 month's rent. Just the first month's rent. That's if you're going the local rout, with a local ID, credit check, and a co-signer. If you don't have all that, there are some companies that may charge a security deposit and a couple of months rent up front.
