Even 50 years of legislative experience doesn't give you even 1 hour of executive experience. That is just a fact. Throughout the 19th century and during the first half of the 20th century, the vice president was mainly a legislative position and presided over the Senate as a full-time occupant. Mondale, as vice president, was just a partner and political adviser to Carter. The 1984 election was over in 1980, when Reagan gave the even more famous "there you go again" line in reply to President Carter suggesting Reagan would gut Medicare or Social Security or both. People realized that Reagan wasn't the dangerous ideologue he'd been seen as before that, and that he was a much different person than Barry Goldwater was in 1964 ("extremism in the defense of liberty is no vice" was not a great tag line).
