As well as their own personal thirst for power as a couple. Both Bill and Hillary have been shaped into despicable people by the temptations and offerings of the wealthy owner class of America. That is their final forms.

Actually Bill's success was based on the aftermath of Reagan's policies that manifested more in the 90's. Also Newt Gingrich was speaker of the house and John Kasich was in charge of the budget. It was Newt Gingrich who helped balance the budget and push welfare reform in the nineties after becoming speaker. Bill Clinton smartly went along with it knowing it would make him look good. But truthfully Bill created NAFTA and repealed the glass stegal Act which lead to the economic disaster in 2008. And NAFTA encouraged companies to move manufacturing overseas.

Obama did between 2009 and 2016. That said at this juncture, it would be possible, but challenging.
We would need to (regardless of other factors) drastically increase certain taxes, especially those on people whose income is more than three million dollars a year, but probably to some extent across the board. Coincidentally, this is one of the many reasons Jo Jorgonson, or at least her plans would fail to lower the deficit by a significant margin.
Second, the president and Congress would have to be rather careful about how they developed our financial safety net. That it needs modified to function in this modern, post industrial, post COVID, reality is obvious, but without careful, sustained consideration, it could wind up being disastrous, both for the deficit, and the American public.

It really makes me sad now when I see how Clinton was able to boast about how good the economy was back then and the surplus and what not, because it may be the last time in couple of decades that an Incumbent U.S President (or most European leaders) will be able to say that. In today's political and economic climate, seeing an American President boasting such stable political and economic conditions would be simply absurd. It's not as bad in my country Canada; our debt is much more sustainable and the future is looking allot more sunny, but I think the days of seeing American President who can preside over a better political/economic climate won't be seen for a long time. It's especially unnerving since and un-democratic and excessively jingoistic China is poised to overtake the United States as the largest economy in the coming future.
