But he hasn't shown Novak's consistency and precision yet, these will become important factors once he gets 30.

Nope. The testing system is not at all spontaneous, as the test Sinner tested positive for were taken at the Indian Wells event back in March. The test does not give an immediate result as it has to be analyzed at a lab where they do individual tests for all the banned substances. So, if there are, say, 100 banned substances the sample taken from the player undergoes 100 individual tests for each banned substance. There is no such thing as a single test that would detect all banned substances at once. So, testing for all the banned substances takes time just to get a result. So, even if they tested every player today, the results would not be known for a while. In Sinner’s case, when he was notified of testing positive he immediately appealed and it was ultimately determined that the substance Sinner tested positive for was due to transfer from Sinner’s trainer, who had used an over-the-counter cream medication sold in Italy on a finger cut. The substance was transferred to Sinner when the trainer was treating sores on Sinner’s feet. The level of the substance in Sinner’s system when he was tested was determined to be below the level which is considered performance enhancing. Because the banned substance is an ingredient in over-the-counter medications sold in Italy, that country has had many athletes test positive for that substance via transfer from contact with a trainer, etc. This is jst now coming out because under the rules the positive trst results can’t be revealed until the appeal process runs its course and a decision is made. Although Simner won the appeal, the rules call for him losing all ranking points for the tournamrnt where he was tested, as well as forgeiting prize money won at that event regardless of whether the player wins their appeal or not. Lastly, the ATP can’t unilaterally decide to change the trsting program, as any change would have to be negotiated eith the players’ union just like any other rule or procedure change would need union approval.

For other Spanish people who speak English I feel that they are Spanish (Nadal, Alonso, Placido Domingo, etc. come to mind) while Alcaraz doesn't, it must be my problem

Nope. The testing system is not at all spontaneous, as the test Sinner tested positive for were taken at the Indian Wells event back in March. The test does not give an immediate result as it has to be analyzed at a lab where they do individual tests for all the banned substances. So, if there are, say, 100 banned substances the sample taken from the player undergoes 100 individual tests for each banned substance. There is no such thing as a single test that would detect all banned substances at once. So, testing for all the banned substances takes time just to get a result. So, even if they tested every player today, the results would not be known for a while. In Sinner’s case, when he was notified of testing positive he immediately appealed and it was ultimately determined that the substance Sinner tested positive for was due to transfer from Sinner’s trainer, who had used an over-the-counter cream medication sold in Italy on a finger cut. The substance was transferred to Sinner when the trainer was treating sores on Sinner’s feet. The level of the substance in Sinner’s system when he was tested was determined to be below the level which is considered performance enhancing. Because the banned substance is an ingredient in over-the-counter medications sold in Italy, that country has had many athletes test positive for that substance via transfer from contact with a trainer, etc. This is jst now coming out because under the rules the positive trst results can’t be revealed until the appeal process runs its course and a decision is made. Although Simner won the appeal, the rules call for him losing all ranking points for the tournamrnt where he was tested, as well as forgeiting prize money won at that event regardless of whether the player wins their appeal or not.
Lastly, the ATP can’t unilaterally decide to change the trsting program, as any change would have to be negotiated eith the players’ union just like any other rule or procedure change would need union approval.
