i think he was being sarcastic. EVERY game with cut scenes nowadays gets made through mo-capping. Depending on the game or genre mocapping will either be used or for design purposes some will be animated.

In the final game you can't do that. You can't chain a web-zip to a flag pole swing, and have that swing launch you to the very top of the building. Maybe you can if you improvise and time your buttons right, but it won't be the same as this. In this test footage, that was all one pre-set animation triggered just by web-zipping to the flag pole. And that pre-set animation isn't in the game.
Probably couldn't flush it out to a point where it actually looks realistic and fitting with the rest of the animations, so they had to scrap it. Maybe they'll tinker with it and we'll see it in the MIles game or the sequel game. There's lots of unused animations and details which they have to discard because, while they seem cool looking in the test footage, sometimes they turn bad when you try to finish them, if you get what I mean. For whatever reason, it just didn't work in the end, so they had to scrap it until they can figure out how to make it work properly. But I think you can chain your web swing with a light pole swing, though it probably doesn't launch you that far. I don't know, I'm pretty sure I've swung off light poles and traffic light poles before.
