  • At 95, M.K. Rasgotra is probably India’s oldest and among its most experienced diplomats. In this interview with The Print’s Nayanima Basu, Rasgotra says ex- Prime Minister Jawaharlal Nehru took the right decision to take the Kashmir dispute to the UN. His book, ‘A Life In Diplomacy,’ vividly describes how India’s foreign policy came into being after independence in 1947 under Nehru, who was his own foreign minister and how that era compares with Modi’s foreign policy today.

      She's isn't a reporter, she's a loudspeaker. Even the editors of this video didn't find it intelligible to normalise her audio - she remains loud while the gentleman's voice is 3 levels below hers.
      She's been doing this in all her "interviews" - interruption, steering the conversation in a direction where the interviewee's answers are more in line with her understanding instead of the other way round.

      Yes...he is brilliant. This lady is a dumb anchor. I would like to hear more of his wisdom. He is great. Truly a legend and history ought to be written along his thoughts. Beautifully articulated. But stupid anchors like this lady spoils it all. I believe it seem to be a standard norm with all damn India media anchors. Hopefully, there could be another proper interview. The world ought to know the truth behind multiple India's policy decisions.

    He wanted to speak more on china but she didn let him .. you can see that when he says the china premier wasn happy and told so to nehru , she immediately puts a follow up question as a closure.. seriously man .. get some good anchors to interview well read people

    Seriously! The lady interrupted the diplomat at the wrong time - I really wanted to know what Nehru told Zhou Enlai on Dalai Lama's asylum question! This could probably explain the '62 Chinese position --> This is what happens when the interviewer is not really listening and wants to go through the prepared list of questions. Quite poor interviewing skills...

    Madam, you were interviewing a gentleman whose thoughts can be accommodated in a book no less. Such a person should be interviewed at length and then the same may be edited for time. It seemed a little rude how you cut him off. Just an observation, otherwise you do reasonably well especially if Modi bashing is on the cards.

    He has seen our foreign policy shape itself. Someone who witnessed post independence history first hand and having the experience of interacting with its stalwart leaders. I'm reading his memoir it's amazing how re recalls everything with so much accuracy at the age of 90+.

      He was the foreign secretary during the Bhopal gas disaster. It is claimed by the then Deputy Chief of Mission of the US Embassy in New Delhi in 1984, in an interview with a news channel, that communications between the Government of India and himself relating to the release of Warren Anderson CEO of Union Carbide to return to the US went through the Foreign Secretary. In a subsequent interview with Karan Thapar, Mr Rasgotra held that releasing Warren Anderson was the right thing to do since he had been earlier promised safe passage

      @@omen786171 Give me one example of the person at the age 23 (in a democratic country that too 75 years ago when communication and availability of information was very sketchy) has made a critical impact on strategic level and not tactical for which the future generation was impacted.
      Also, were those Saudis living in USA during 9/11 were any shape or form linked with those hijackers or were responsible for their acts? Anderson was the CEO of that firm and hence he was accountable for that mishap. Your statement says, that if somebody pays you money, you should forget about the problems that were created for the countrymen. then all foreign policies are great. Tough decisions have to be taken in tough situations.

    Nehru should have retaken POK from Porkistan instead of declaring a truce. If he had done that there would be no need to take the Kashmir issue to the UN which anyway is a venue for gasbags. This diplomat is trying to whitewash the cowardly actions of the very first PM of India who built modern India on weak foundations.

      Truce was declared on 1 january 1949.
      War started in october 1947.
      So it was almost 1.25 years of war.
      Armies from both sides were in stalemate, no one were progressing on their fronts.
      How could had he got on with war?

    This interview thows lot of light on many of the controversies raised by today's politicians without knowing the circumstances of those days. Nehru took bold decision single handedly. He had no proper departments manned by experts to assist him as we have today. We have to appreciate Nehru's actions of that time. Most of them were correct and are helping the country today.

    After signing of IOA by J&K Maharaja on 26th Oct, 1947, Field Marshal Auchinleck "flew to Lahore on October 28 to inform Governor-General Jinnah that if he insisted upon sending Pakistan’s Regular Army into Kashmir, which had “legally acceded” to India, it would “automatically and immediately” require the withdrawal of every British officer serving with the Pakistan Army."(A NEW HISTORY OF INDIA , FIFTH EDITION, Stanley Wolpert, Oxford University Press, 1997.p.354). Nehru's Non-Aligned policy is OK, but Nehru was more interested in developing his international glory at the cost of national interest.
    Nehru was aware that (1) J&K's IOA is a legal document signed by Mountbatten, (2) Frontier Province has been stealthily given to Pakistan by British after sham referendum to help Western Alliance retain Peshawar base for anti-Soviet surveillance (4) Gilgit uprising was staged by Maj.Brown 4 days after accession of J&K to hand over this front line garrison of Peshawar base to Pakistan, (5) Two territories were taken on lease by Britain, Chief Commissioner's Province of Baluchistan(CCPB) & Gilgit : While CCPB was not returned back to Baluchistan, Gilgit was cleverly returned to J&K Maharaja in July, 1947 to prize away Gilgit for Western Alliance, if required (6) Even though Chittagong region had only 13% Muslim population, over 22,000 sq. km area was deliberately given to Pakistan to deny India sea-access link to North-East India to favor Pakistan. With such tell tale signs, if Nehru went to the UNSC without consulting Deputy PM & Home Minister Sardar Patel, then one can only conclude that either he was arrogant political fool or to be more charitable a person in greedy pursuit of of his own international fame rather than national interest.

But yes, even for me a good fountain pen on Rhodia or Clairefontaine is special.     Excellent episode!! I understand the time pressure on the interviewer. But cutting off the gentleman in the middle of topics gave a feel that she was focused more in ensuring that she asked all her pre-prepared questions than listening to what the gentleman had to say. An excellent episode, nevertheless.

    Nehru took Kashmir to UN in his personal capacity without the approval of the parliament.
    The biggest blunder he did was to name it as disputed matter instead of terming it as invaded or occupied.
    On one hand our army was pushing Pakistani kabailis back and this bastard was blocking at UN

    I was a bit let down by the host. She asked good questions but just when the gentleman was getting into the thick of things, she cut him off and changed subjects. I wanted to hear more from him. Amazing that he has seen so much of Indian foreign policy in his life time.

    To accommodate all the questions in list journalists have a tendency to stop the speakers. It should have been of longer duration.

    kashmir is a internal issue then and now why did NEHRU take it to UN ?other hand he rejected India's permanent membership in Security council and Gave it to China.

    Except for perhaps Kashmir, Nehru’s foreign policy was very beneficial for India.
    If it were not for the non aligned movement we would have had to sacrifice all our resources to either USA or USSR. Instead we could cooperate with both of them.
    Also under Nehru India was at forefront of the pro democratic movement worldwide and ended the Korean War.
    Besides if it were not for Nehru Kashmir would be with Pakistan. No matter what narrative BJP created everyone including Sardar Patel did not care if Kashmir went to Pakistan, they were more worried about Hyderabad.

    Nehru had no business to take it to UN He did so only because he was under the influence of Mountbatten as Governor General and Englishman General Boucher as Commander of the Indian Army. after 15th August 1947 ! And why were they on those important/critical positions and Nehru did not have the spine to ask them to get lost ? The reason is that on 15th August 1947 what was achieved by the COngress was a TRANSFER OF POWER AGREEMENT WITH THE BRITISH -- NOT freedom. Google and get informed ! So when Nehru on 15th August 1947 hollered India woke to her freedom etc ---- he was lying. The British left because they had no choice after WW II and damage done to the4 Empire by Hitler and the Naval Mutiny at Bombay docks in February 1946. Lord Wavell -- then Viceroy -- in his then TOP SECRET letter to HMG in the UK advised that it was time to quit with dignity. The letter bearing dateline Simla and dated 13th July 1946 is now available at the British Library online Google and verify what I have said. Also Google and read about Brig General Cariappa's ( later Field Marshal ) Kashmir campaign and see for yourself how Nehru had referred the Kashmir matter to UN when Cariappa and his brave men in uniform were patiently removing the Pakistanis from Kashmir and making significant progress

    Was she even listening to this veteran diplomat ? He seemed to have wealth of knowledge, experience and seemed also keeping himself up to date at his age! And here is an interviewer who is so pre-occupied with her own train of thoughts and rehearsing the next question to be asked in her mind, that she didn't even realise that her questions kept on entering / interrupting incoherently through the conversation.

    With all due respect to Mr Rasgotra, Nehru despite the lack of foreign office & policy apparatus, was clueless on international diplomacy and was himself a very weak PM. His daughter Indira on the other hand to deal with open American support to Pakistan during 1970-71 Bangladesh movement & the subsequent war, refused to be intimidated by Nixon & his cabinet. In fact she had to deal with US's 7th fleet parked in Bay of Bengal and still took on Pakistan and won the war. Nehru was feckless across the board including with china in 1962. His defense minister VK menon was the worst India has had. Our diplomatic core including VIjayalakshmi Pandit were mediocre to say the least. The point is not we should look in the rear view mirror and bash Nehruji. But we absolutely must not come up with excuses for the disaster of those years. Otherwise we will never learn from the Era of disasters.
